The Code: Numbers, a group of individuals who belong to a secret organization that are above the law all have one thing in common. Each has some special power that allows them to control something in the world around them. For one individual it might be something like the ability to control fire. For another, it might be the power to control magnetism. Either way, even though many individuals in the world might have a special power, only few belong to the secret organization called "Eden."
Eden is a secret organization within the government and are responsible for giving orders to the Code: Numbers. They are the ones who decide what missions the Code: Numbers are given. Their targets are often people who have escaped the law, and cannot be taken down by normal means. The Code: Numbers do not answer to the law, and therefore much of what they do and who they kill goes unnoticed. However the lives of Code: Numbers are a sad one. They are not allowed to be known to the world. They hold false names, and give up all ties to their families. Often their family believes them dead or missing. They are not allowed to live a normal life. Also the majority of Code: Numbers die early. This is because of the double sword that rules all with special powers.
Code: End is the term that a Power User has when their power exhausts itself and destroys the users body. As a Power User uses their power, the power itself will eat on the user until they eventually die. Code: End is a secret that is kept from the Code: Numbers and is a reason why many Code: Numbers have tried to quit the organization.
However according to Eden this is not possible. Once you are a Code: Number you must remain a Code: Number. The punishment for trying to quit is death. Those who have left the organization are given the title Ex-Code: Breakers.
Many people become Code: Numbers for some reason or another. Eden is a powerful faction in the government. It is the true ruler of Japan. They have the power to do things that make becoming a Code: Number a necessity. When you become a Code: Breaker you are usually given a false name and identity. For those who are younger, they attend school like a normal teenager might. For others, they might be put into a business so that the missions that Eden gives can be completed.
Also in Eden there is a faction above the Code: Breakers but below the heads. These Power Users are called Code: Names. These individuals have two abilities rather then one, and are extraordinarily powerful. These individuals can kill anyone, even a Code: Breaker without judgement by the law.
Finally in the world of Code: Breakers there are special kinds of people born with the ability to be unharmed by Power Users. These people are called Rare Kinds. They have no actual powers beyond this, and normally live regular lives.
